Tandem Economics provides economic advice about regulatory issues, market design, commercial disputes and policy development. Our focus is on electricity and gas markets, and infrastructure access. We are based in Sydney, and our clients are in Australia, New Zealand, the US, Canada and Southeast Asia.
Toby Brown established Tandem Economics to work flexibly and efficiently to provide independent economic advice on interesting problems. The company name reflects a commitment to collaborating with you, understanding your problem and finding solutions that work for you. It is also a nod to Toby’s interest in bicycles.

I have twenty years’ experience in economic consulting, primarily in energy, infrastructure access, pricing and valuation. I have lived and worked in Oxford, London, Brussels, San Francisco and am now based in Sydney. I established The Brattle Group’s Sydney office in 2016, and led that office until 2024, when I started Tandem Economics. I now advise clients directly through Tandem Economics, as well as continuing to collaborate with Brattle as an Outside Expert. I set up Tandem Economics to work flexibly and efficiently, to focus on interesting problems, and to balance work and other interests.
I specialise in energy markets, infrastructure access regulation, pricing, gas and electricity market design, and the pricing of natural gas and LNG. I have advised oil and gas producers, pipelines, utilities and regulators in Australia, New Zealand, Europe, the US, Canada and Southeast Asia.. I have worked on energy and regulatory policy developments and a wide range of commercial, regulatory and tax disputes, including in relation to damages estimation, valuation, pricing and transfer pricing.
My disputes experience includes pipeline gas and LNG pricing arbitrations, a competition case about generator bidding in the National Electricity Market in Australia, transfer pricing matters in natural resources and other sectors, a rail access arbitration, a National Electricity Rules dispute about network pricing, and commercial litigation relating to infrastructure valuation and valuing intellectual property. I have authored expert reports in proceedings in Australia, New Zealand, the US and Canada.
I have advised various agencies on the design of regulatory frameworks for gas pipelines and electricity networks, and on gas and electricity market design.
I have worked on price reviews in long-term gas supply agreements in Australia (east coast and west coast), New Zealand, and for LNG in the Asia-Pacific region. In addition to commercial pricing disputes, I have advised on a number of tax and royalty matters concerning oil, natural gas and LNG.
Early in my career, I worked at the UK energy regulator, Ofgem. I have a D.Phil. in Chemistry from the University of Oxford.
